為(wei)深入學(xue)習貫徹習近平(ping)新時(shi)代(dai)(dai)中國特色社會(hui)主義思想(xiang)和(he)黨的十九大精神,以(yi)全國教(jiao)(jiao)(jiao)育(yu)大會(hui)精神統領全省(sheng)(sheng)(sheng)職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)育(yu)改革發展,推動(dong)我省(sheng)(sheng)(sheng)現(xian)代(dai)(dai)職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)育(yu)體(ti)系建設(she)“再出(chu)發”,進一步提(ti)(ti)升(sheng)全省(sheng)(sheng)(sheng)職(zhi)業(ye)(ye)院(yuan)校(含(han)技工院(yuan)校,下同(tong))整體(ti)辦(ban)學(xue)水平(ping)和(he)發展質量,辦(ban)好新時(shi)代(dai)(dai)職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)育(yu),確保我省(sheng)(sheng)(sheng)現(xian)代(dai)(dai)職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)育(yu)體(ti)系建設(she)更(geng)加順應(ying)時(shi)代(dai)(dai)要求,繼續走在前列(lie),更(geng)好服(fu)務(wu)鄉村振興(xing)、經略海洋、軍民融合和(he)新舊動(dong)能轉換(huan)重大工程等重大戰略,更(geng)好服(fu)務(wu)現(xian)代(dai)(dai)化(hua)教(jiao)(jiao)(jiao)育(yu)強(qiang)省(sheng)(sheng)(sheng)和(he)經濟文化(hua)強(qiang)省(sheng)(sheng)(sheng)建設(she),現(xian)結合我省(sheng)(sheng)(sheng)實際,提(ti)(ti)出(chu)如下意見。
一、創建山東省國家職業教育創新發展試驗區
將職(zhi)業(ye)(ye)教(jiao)育(yu)(yu)(yu)(yu)擺在現(xian)代化(hua)教(jiao)育(yu)(yu)(yu)(yu)強(qiang)省(sheng)和經(jing)濟文化(hua)強(qiang)省(sheng)建(jian)(jian)設(she)的(de)大格局中(zhong)系(xi)統謀劃(hua)布局,緊(jin)緊(jin)圍繞破解制(zhi)約職(zhi)業(ye)(ye)教(jiao)育(yu)(yu)(yu)(yu)改革發(fa)(fa)展的(de)深層次體(ti)制(zhi)機(ji)制(zhi)障礙和突出矛盾,推(tui)(tui)動(dong)(dong)省(sheng)部(bu)共建(jian)(jian)山東(dong)省(sheng)國家(jia)職(zhi)業(ye)(ye)教(jiao)育(yu)(yu)(yu)(yu)創(chuang)(chuang)(chuang)新發(fa)(fa)展試(shi)驗區(qu),在職(zhi)業(ye)(ye)教(jiao)育(yu)(yu)(yu)(yu)考試(shi)招生、人才培(pei)養、“雙師型”隊伍、產教(jiao)融合、辦(ban)學制(zhi)度(du)、保障機(ji)制(zhi)、管理(li)體(ti)制(zhi)、服務現(xian)代化(hua)經(jing)濟體(ti)系(xi)等方面,先(xian)行先(xian)試(shi),為全國創(chuang)(chuang)(chuang)造(zao)可(ke)復制(zhi)、可(ke)借(jie)鑒、可(ke)推(tui)(tui)廣的(de)經(jing)驗做法,建(jian)(jian)設(she)職(zhi)業(ye)(ye)教(jiao)育(yu)(yu)(yu)(yu)制(zhi)度(du)創(chuang)(chuang)(chuang)新高(gao)地(di)。著力調動(dong)(dong)各地(di)、各職(zhi)業(ye)(ye)院校(xiao)創(chuang)(chuang)(chuang)新發(fa)(fa)展的(de)積(ji)極性和主動(dong)(dong)性,建(jian)(jian)立(li)創(chuang)(chuang)(chuang)新發(fa)(fa)展激勵機(ji)制(zhi),將各地(di)、各職(zhi)業(ye)(ye)院校(xiao)創(chuang)(chuang)(chuang)新發(fa)(fa)展情況作為職(zhi)業(ye)(ye)教(jiao)育(yu)(yu)(yu)(yu)省(sheng)級(ji)重(zhong)點項目支持(chi)的(de)重(zhong)要(yao)因素,遴選一(yi)批職(zhi)業(ye)(ye)教(jiao)育(yu)(yu)(yu)(yu)發(fa)(fa)展基礎好、改革創(chuang)(chuang)(chuang)新意(yi)識強(qiang)的(de)市、縣(市、區(qu)),省(sheng)地(di)共建(jian)(jian)省(sheng)級(ji)職(zhi)業(ye)(ye)教(jiao)育(yu)(yu)(yu)(yu)創(chuang)(chuang)(chuang)新發(fa)(fa)展試(shi)驗區(qu),支持(chi)青(qing)島市、濰坊市建(jian)(jian)設(she)職(zhi)業(ye)(ye)教(jiao)育(yu)(yu)(yu)(yu)創(chuang)(chuang)(chuang)新發(fa)(fa)展示范區(qu),為全省(sheng)職(zhi)業(ye)(ye)教(jiao)育(yu)(yu)(yu)(yu)改革發(fa)(fa)展探索新路徑、提供新樣板(ban)。(省(sheng)教(jiao)育(yu)(yu)(yu)(yu)廳會(hui)同省(sheng)委編(bian)辦(ban)、省(sheng)發(fa)(fa)展改革委、省(sheng)工業(ye)(ye)和信(xin)息化(hua)廳、省(sheng)財政廳、省(sheng)人力資源(yuan)社(she)會(hui)保障廳等有關部(bu)門負責)
二、優化改(gai)進職業教育考試招生制度
按照有利于選拔(ba)和(he)(he)(he)培養高(gao)(gao)素質(zhi)(zhi)技(ji)術技(ji)能(neng)人(ren)才原則,加(jia)快推進(jin)高(gao)(gao)校(xiao)(xiao)分(fen)(fen)類考(kao)(kao)(kao)(kao)試(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),使春季(ji)高(gao)(gao)考(kao)(kao)(kao)(kao)成(cheng)為(wei)(wei)技(ji)術技(ji)能(neng)人(ren)才選拔(ba)的(de)主渠道,本(ben)科(ke)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)安排逐(zhu)步(bu)達(da)到應用型本(ben)科(ke)高(gao)(gao)校(xiao)(xiao)本(ben)科(ke)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)的(de)30%,為(wei)(wei)職(zhi)(zhi)業院校(xiao)(xiao)學(xue)生(sheng)(sheng)(sheng)提供更(geng)多(duo)升入應用型本(ben)科(ke)高(gao)(gao)校(xiao)(xiao)機(ji)會;科(ke)學(xue)調(diao)整(zheng)并細化(hua)春季(ji)高(gao)(gao)考(kao)(kao)(kao)(kao)專業類目(mu);分(fen)(fen)專業類目(mu)組建(jian)技(ji)能(neng)測(ce)試(shi)項目(mu)庫,明確技(ji)能(neng)測(ce)試(shi)收費標(biao)準,強(qiang)化(hua)測(ce)試(shi)內容的(de)技(ji)術性(xing)、綜合性(xing)和(he)(he)(he)隨機(ji)性(xing);適(shi)時調(diao)整(zheng)考(kao)(kao)(kao)(kao)試(shi)科(ke)目(mu)分(fen)(fen)值,提高(gao)(gao)專業知(zhi)識和(he)(he)(he)技(ji)能(neng)測(ce)試(shi)分(fen)(fen)值比重;制定具體(ti)措施,建(jian)立職(zhi)(zhi)業院校(xiao)(xiao)學(xue)生(sheng)(sheng)(sheng)參(can)加(jia)國家、省、市(shi)職(zhi)(zhi)業院校(xiao)(xiao)技(ji)能(neng)大(da)賽獲獎等級與技(ji)能(neng)測(ce)試(shi)成(cheng)績掛(gua)鉤的(de)賦分(fen)(fen)體(ti)系;從2022年起,春季(ji)高(gao)(gao)考(kao)(kao)(kao)(kao)統一(yi)考(kao)(kao)(kao)(kao)試(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)報(bao)考(kao)(kao)(kao)(kao)人(ren)員為(wei)(wei)中等職(zhi)(zhi)業教(jiao)育應屆畢業生(sheng)(sheng)(sheng),社(she)會人(ren)員報(bao)考(kao)(kao)(kao)(kao)應取(qu)得高(gao)(gao)中階(jie)段教(jiao)育畢業證(zheng)書或具有同等學(xue)力;非山東(dong)戶籍高(gao)(gao)中階(jie)段學(xue)生(sheng)(sheng)(sheng)參(can)加(jia)春季(ji)統一(yi)考(kao)(kao)(kao)(kao)試(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)應為(wei)(wei)進(jin)城務(wu)工人(ren)員子女;加(jia)強(qiang)春季(ji)高(gao)(gao)考(kao)(kao)(kao)(kao)考(kao)(kao)(kao)(kao)點尤(you)其是專業技(ji)能(neng)考(kao)(kao)(kao)(kao)點基(ji)礎能(neng)力建(jian)設,提升考(kao)(kao)(kao)(kao)試(shi)保障和(he)(he)(he)服務(wu)水(shui)平。優(you)化(hua)改進(jin)專升本(ben)考(kao)(kao)(kao)(kao)試(shi)制度,加(jia)強(qiang)過(guo)程(cheng)考(kao)(kao)(kao)(kao)核,從2020年起,依據學(xue)生(sheng)(sheng)(sheng)高(gao)(gao)職(zhi)(zhi)(專科(ke))在校(xiao)(xiao)期(qi)間的(de)綜合素質(zhi)(zhi)測(ce)評成(cheng)績設置報(bao)名條件。優(you)化(hua)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)錄取(qu)結構(gou),逐(zhu)步(bu)調(diao)減公辦(ban)(ban)本(ben)科(ke)高(gao)(gao)校(xiao)(xiao)舉辦(ban)(ban)高(gao)(gao)職(zhi)(zhi)(專科(ke))教(jiao)育的(de)校(xiao)(xiao)數(shu)和(he)(he)(he)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)規模,公辦(ban)(ban)本(ben)科(ke)高(gao)(gao)校(xiao)(xiao)穩步(bu)有序(xu)停辦(ban)(ban)高(gao)(gao)職(zhi)(zhi)(專科(ke))教(jiao)育。(省教(jiao)育廳負(fu)責)
