百(bai)年大(da)(da)(da)(da)計,教(jiao)(jiao)育為(wei)本;教(jiao)(jiao)育大(da)(da)(da)(da)計,教(jiao)(jiao)師為(wei)本。為(wei)深(shen)入(ru)貫徹落實黨的十九大(da)(da)(da)(da)精神,造就黨和人(ren)民滿意的高(gao)素質(zhi)專業(ye)化(hua)創新(xin)型教(jiao)(jiao)師隊伍(wu),落實立德(de)樹人(ren)根(gen)本任務,培養德(de)智體美全(quan)面(mian)發展的社(she)會(hui)主(zhu)義(yi)建設者和接班(ban)人(ren),全(quan)面(mian)提(ti)升國民素質(zhi)和人(ren)力(li)資源質(zhi)量(liang),加快教(jiao)(jiao)育現代(dai)化(hua),建設教(jiao)(jiao)育強(qiang)國,辦好(hao)人(ren)民滿意的教(jiao)(jiao)育,為(wei)決勝(sheng)(sheng)全(quan)面(mian)建成小康社(she)會(hui)、奪取(qu)新(xin)時(shi)代(dai)中國特色社(she)會(hui)主(zhu)義(yi)偉(wei)大(da)(da)(da)(da)勝(sheng)(sheng)利、實現中華民族(zu)偉(wei)大(da)(da)(da)(da)復興的中國夢(meng)奠定堅(jian)實基礎,現就全(quan)面(mian)深(shen)化(hua)新(xin)時(shi)代(dai)教(jiao)(jiao)師隊伍(wu)建設改(gai)革提(ti)出如(ru)下意見。

  一、堅持興國必先強師,深刻認識(shi)教師隊伍建(jian)設的(de)重(zhong)要意義和總(zong)體要求(qiu)

  1.戰略意義。教(jiao)(jiao)(jiao)師(shi)承擔(dan)著傳播(bo)知識、傳播(bo)思(si)想、傳播(bo)真(zhen)理的(de)(de)歷史(shi)使(shi)(shi)命,肩(jian)負著塑(su)造靈(ling)魂、塑(su)造生命、塑(su)造人的(de)(de)時代重(zhong)(zhong)(zhong)任(ren),是(shi)教(jiao)(jiao)(jiao)育發(fa)展的(de)(de)第一資源,是(shi)國家富強、民族振興、人民幸福的(de)(de)重(zhong)(zhong)(zhong)要基石(shi)。黨和(he)國家歷來(lai)高(gao)度重(zhong)(zhong)(zhong)視教(jiao)(jiao)(jiao)師(shi)工作。黨的(de)(de)十八(ba)大以(yi)(yi)來(lai),以(yi)(yi)習近平同志(zhi)為核心的(de)(de)黨中央將教(jiao)(jiao)(jiao)師(shi)隊(dui)伍建設擺(bai)在(zai)突出(chu)位置,作出(chu)一系列重(zhong)(zhong)(zhong)大決策部署,各地(di)區各部門(men)和(he)各級各類學(xue)校(xiao)采取(qu)(qu)有力措(cuo)施認真(zhen)貫徹落實,教(jiao)(jiao)(jiao)師(shi)隊(dui)伍建設取(qu)(qu)得(de)顯著成就。廣大教(jiao)(jiao)(jiao)師(shi)牢(lao)記使(shi)(shi)命、不(bu)忘初衷,愛(ai)崗敬業、教(jiao)(jiao)(jiao)書育人,改革創新(xin)、服務社會,作出(chu)了重(zhong)(zhong)(zhong)要貢獻。

  當今(jin)世界正(zheng)處在大(da)(da)發(fa)展大(da)(da)變革(ge)(ge)大(da)(da)調整之中(zhong),新一(yi)輪科技和(he)(he)(he)(he)工業(ye)(ye)革(ge)(ge)命(ming)(ming)正(zheng)在孕育,新的(de)增長動能不斷積聚(ju)。中(zhong)國特(te)色社會主義(yi)進(jin)入(ru)了(le)新時(shi)代(dai),開啟(qi)了(le)全面建(jian)設社會主義(yi)現代(dai)化(hua)國家的(de)新征程。我國社會主要矛(mao)盾已經轉化(hua)為(wei)人(ren)民日益(yi)增長的(de)美好生(sheng)活需(xu)要和(he)(he)(he)(he)不平(ping)衡(heng)不充(chong)分的(de)發(fa)展之間的(de)矛(mao)盾,人(ren)民對(dui)(dui)公平(ping)而有(you)質量的(de)教(jiao)(jiao)育的(de)向往更加迫切。面對(dui)(dui)新方位(wei)、新征程、新使命(ming)(ming),教(jiao)(jiao)師(shi)(shi)(shi)隊伍建(jian)設還(huan)不能完全適(shi)應。有(you)的(de)地(di)(di)方對(dui)(dui)教(jiao)(jiao)育和(he)(he)(he)(he)教(jiao)(jiao)師(shi)(shi)(shi)工作(zuo)重(zhong)(zhong)視不夠(gou)(gou),在教(jiao)(jiao)育事業(ye)(ye)發(fa)展中(zhong)重(zhong)(zhong)硬件(jian)輕軟件(jian)、重(zhong)(zhong)外延(yan)輕內涵的(de)現象(xiang)還(huan)比較突出,對(dui)(dui)教(jiao)(jiao)師(shi)(shi)(shi)隊伍建(jian)設的(de)支持力(li)度亟須(xu)加大(da)(da);師(shi)(shi)(shi)范教(jiao)(jiao)育體(ti)系有(you)所(suo)削弱,對(dui)(dui)師(shi)(shi)(shi)范院校支持不夠(gou)(gou);有(you)的(de)教(jiao)(jiao)師(shi)(shi)(shi)素質能力(li)難以適(shi)應新時(shi)代(dai)人(ren)才培養(yang)需(xu)要,思想(xiang)政治(zhi)素質和(he)(he)(he)(he)師(shi)(shi)(shi)德水(shui)平(ping)需(xu)要提升(sheng),專業(ye)(ye)化(hua)水(shui)平(ping)需(xu)要提高;教(jiao)(jiao)師(shi)(shi)(shi)特(te)別是中(zhong)小學教(jiao)(jiao)師(shi)(shi)(shi)職業(ye)(ye)吸引力(li)不足,地(di)(di)位(wei)待遇有(you)待提高;教(jiao)(jiao)師(shi)(shi)(shi)城鄉(xiang)結構、學科結構分布不盡(jin)合理,準入(ru)、招聘(pin)、交流、退出等機(ji)制還(huan)不夠(gou)(gou)完善,管理體(ti)制機(ji)制亟須(xu)理順。時(shi)代(dai)越是向前(qian),知(zhi)識和(he)(he)(he)(he)人(ren)才的(de)重(zhong)(zhong)要性(xing)就愈發(fa)突出,教(jiao)(jiao)育和(he)(he)(he)(he)教(jiao)(jiao)師(shi)(shi)(shi)的(de)地(di)(di)位(wei)和(he)(he)(he)(he)作(zuo)用就愈發(fa)凸顯。各(ge)級(ji)黨委和(he)(he)(he)(he)政府要從戰略和(he)(he)(he)(he)全局高度充(chong)分認識教(jiao)(jiao)師(shi)(shi)(shi)工作(zuo)的(de)極端重(zhong)(zhong)要性(xing),把全面加強教(jiao)(jiao)師(shi)(shi)(shi)隊伍建(jian)設作(zuo)為(wei)一(yi)項重(zhong)(zhong)大(da)(da)政治(zhi)任務和(he)(he)(he)(he)根(gen)本(ben)性(xing)民生(sheng)工程切實抓(zhua)緊抓(zhua)好。

  2.指導思想(xiang)。全(quan)(quan)面(mian)(mian)貫徹落實(shi)黨(dang)的十九大(da)精神(shen),以習近平新時(shi)代中國特色社(she)會(hui)主義(yi)思想(xiang)為(wei)指導,緊緊圍繞統(tong)籌推進“五位(wei)一(yi)體”總體布局和(he)協調推進“四個全(quan)(quan)面(mian)(mian)”戰略布局,堅(jian)(jian)持(chi)和(he)加強(qiang)黨(dang)的全(quan)(quan)面(mian)(mian)領(ling)導,堅(jian)(jian)持(chi)以人民為(wei)中心(xin)的發(fa)展(zhan)(zhan)思想(xiang),堅(jian)(jian)持(chi)全(quan)(quan)面(mian)(mian)深化改革,牢(lao)固樹(shu)立(li)新發(fa)展(zhan)(zhan)理念,全(quan)(quan)面(mian)(mian)貫徹黨(dang)的教(jiao)(jiao)育方(fang)針,堅(jian)(jian)持(chi)社(she)會(hui)主義(yi)辦學(xue)方(fang)向(xiang),落實(shi)立(li)德樹(shu)人根本(ben)任務,遵循(xun)教(jiao)(jiao)育規(gui)律和(he)教(jiao)(jiao)師(shi)(shi)(shi)成(cheng)長(chang)發(fa)展(zhan)(zhan)規(gui)律,加強(qiang)師(shi)(shi)(shi)德師(shi)(shi)(shi)風建設(she),培養高素質教(jiao)(jiao)師(shi)(shi)(shi)隊伍,倡(chang)導全(quan)(quan)社(she)會(hui)尊師(shi)(shi)(shi)重(zhong)教(jiao)(jiao),形成(cheng)優(you)秀(xiu)人才(cai)爭相(xiang)從教(jiao)(jiao)、教(jiao)(jiao)師(shi)(shi)(shi)人人盡展(zhan)(zhan)其才(cai)、好(hao)教(jiao)(jiao)師(shi)(shi)(shi)不(bu)斷涌現的良好(hao)局面(mian)(mian)。

  3.基本(ben)原(yuan)則

  ——確保方(fang)向。堅持(chi)(chi)黨(dang)(dang)管(guan)干部、黨(dang)(dang)管(guan)人才,堅持(chi)(chi)依法治(zhi)教(jiao)、依法執教(jiao),堅持(chi)(chi)嚴(yan)格管(guan)理(li)監督與(yu)激勵關(guan)懷相結合,充分發揮黨(dang)(dang)委(黨(dang)(dang)組)的領導和把關(guan)作(zuo)用(yong),確保黨(dang)(dang)牢牢掌握教(jiao)師(shi)隊伍(wu)建設(she)的領導權,保證教(jiao)師(shi)隊伍(wu)建設(she)正確的政治(zhi)方(fang)向。

  ——強化保障。堅持教(jiao)育優先(xian)發(fa)展(zhan)戰(zhan)略(lve)(lve),把教(jiao)師工(gong)作(zuo)置于(yu)教(jiao)育事業發(fa)展(zhan)的(de)重(zhong)點支持戰(zhan)略(lve)(lve)領域,優先(xian)謀劃教(jiao)師工(gong)作(zuo),優先(xian)保障教(jiao)師工(gong)作(zuo)投入,優先(xian)滿足教(jiao)師隊伍建設需要。

  ——突出師德。把提高教師思想政(zheng)治(zhi)素質和職業道德水平擺在首要位置,把社會主義核心價值(zhi)觀貫穿教書育(yu)人全(quan)(quan)過程,突出全(quan)(quan)員全(quan)(quan)方(fang)位全(quan)(quan)過程師德養(yang)成,推動教師成為先進思想文(wen)化(hua)的(de)傳播者、黨執政(zheng)的(de)堅定(ding)支持者、學生(sheng)健康(kang)成長的(de)指導者。

  ——深(shen)化改(gai)革(ge)。抓住(zhu)關鍵環節,優(you)化頂(ding)層設(she)計,推動實(shi)踐探索(suo),破解發展瓶(ping)頸(jing),把管理體制改(gai)革(ge)與機制創新(xin)作(zuo)(zuo)為(wei)(wei)突破口(kou),把提(ti)高教(jiao)(jiao)師(shi)地(di)位待(dai)遇作(zuo)(zuo)為(wei)(wei)真(zhen)招實(shi)招,增強教(jiao)(jiao)師(shi)職業吸引力。

  ——分類(lei)施策(ce)。立足我國(guo)國(guo)情,借鑒(jian)國(guo)際經驗,根據(ju)各級各類(lei)教(jiao)師(shi)(shi)的不(bu)同特點和(he)發(fa)展(zhan)實際,考(kao)慮區域、城鄉、校際差(cha)異,采取有(you)針對性的政策(ce)舉措,定向發(fa)力,重視專業發(fa)展(zhan),培養一批教(jiao)師(shi)(shi);加大資源供(gong)給,補(bu)充一批教(jiao)師(shi)(shi);創新體制(zhi)機制(zhi),激活一批教(jiao)師(shi)(shi);優(you)化(hua)隊(dui)伍(wu)結構,調配一批教(jiao)師(shi)(shi)。

  4.目標(biao)任務。經過5年左右努力(li),教師培養培訓(xun)體系基(ji)本健(jian)全(quan),職業(ye)發展通(tong)道比較暢通(tong),事(shi)權人權財(cai)權相統一的教師管理體制(zhi)(zhi)普(pu)遍建立,待遇提升保障機制(zhi)(zhi)更加完善,教師職業(ye)吸引力(li)明顯(xian)增強(qiang)。教師隊伍規模、結構、素質能力(li)基(ji)本滿足(zu)各級各類教育發展需要。

  到2035年,教(jiao)(jiao)師(shi)(shi)(shi)綜合素質、專業化水平和(he)創新(xin)能力(li)大(da)幅提升,培養造就(jiu)數(shu)(shu)以百(bai)萬計的骨干教(jiao)(jiao)師(shi)(shi)(shi)、數(shu)(shu)以十萬計的卓越教(jiao)(jiao)師(shi)(shi)(shi)、數(shu)(shu)以萬計的教(jiao)(jiao)育(yu)家型(xing)教(jiao)(jiao)師(shi)(shi)(shi)。教(jiao)(jiao)師(shi)(shi)(shi)管(guan)理(li)(li)體制機(ji)制科(ke)學(xue)高效,實現教(jiao)(jiao)師(shi)(shi)(shi)隊伍(wu)治理(li)(li)體系(xi)和(he)治理(li)(li)能力(li)現代化。教(jiao)(jiao)師(shi)(shi)(shi)主(zhu)動(dong)適應(ying)信息(xi)化、人(ren)(ren)工智能等(deng)新(xin)技術變革(ge),積極有(you)(you)效開展教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)。尊師(shi)(shi)(shi)重教(jiao)(jiao)蔚然成(cheng)(cheng)風(feng),廣大(da)教(jiao)(jiao)師(shi)(shi)(shi)在崗位上有(you)(you)幸福(fu)感、事業上有(you)(you)成(cheng)(cheng)就(jiu)感、社會上有(you)(you)榮譽感,教(jiao)(jiao)師(shi)(shi)(shi)成(cheng)(cheng)為讓人(ren)(ren)羨慕的職業。

  二、著力提升思想政治素(su)質,全面加(jia)強師德師風(feng)建設

  5.加強(qiang)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)支部(bu)和黨(dang)(dang)(dang)(dang)員(yuan)隊伍建(jian)設。將全面從嚴治黨(dang)(dang)(dang)(dang)要求落實(shi)到每個教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)支部(bu)和教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)員(yuan),把黨(dang)(dang)(dang)(dang)的政治建(jian)設擺在首位(wei),用(yong)習(xi)(xi)近平新時代中(zhong)(zhong)國特色社(she)會主義思想武裝頭(tou)腦,充(chong)分發揮(hui)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)支部(bu)教(jiao)(jiao)(jiao)(jiao)育管(guan)理監(jian)督黨(dang)(dang)(dang)(dang)員(yuan)和宣傳引(yin)導凝聚師(shi)(shi)(shi)生(sheng)的戰斗堡壘作(zuo)用(yong),充(chong)分發揮(hui)黨(dang)(dang)(dang)(dang)員(yuan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)的先鋒模范作(zuo)用(yong)。選優配強(qiang)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)支部(bu)書(shu)記(ji),注重選拔黨(dang)(dang)(dang)(dang)性強(qiang)、業務精(jing)、有威(wei)信、肯奉(feng)獻(xian)的優秀黨(dang)(dang)(dang)(dang)員(yuan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)擔任教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)支部(bu)書(shu)記(ji),實(shi)施教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)支部(bu)書(shu)記(ji)“雙(shuang)帶(dai)頭(tou)人”培(pei)育工(gong)程,定期開(kai)展(zhan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)支部(bu)書(shu)記(ji)輪訓。堅持黨(dang)(dang)(dang)(dang)的組(zu)織生(sheng)活(huo)各(ge)項(xiang)制度(du),創新方式(shi)方法,增(zeng)強(qiang)黨(dang)(dang)(dang)(dang)的組(zu)織生(sheng)活(huo)活(huo)力(li)。健(jian)全主題黨(dang)(dang)(dang)(dang)日活(huo)動制度(du),加強(qiang)黨(dang)(dang)(dang)(dang)員(yuan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)日常管(guan)理監(jian)督。推進(jin)“兩學一做(zuo)”學習(xi)(xi)教(jiao)(jiao)(jiao)(jiao)育常態(tai)化制度(du)化,開(kai)展(zhan)“不忘初(chu)心、牢記(ji)使命”主題教(jiao)(jiao)(jiao)(jiao)育,引(yin)導黨(dang)(dang)(dang)(dang)員(yuan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)增(zeng)強(qiang)政治意識、大(da)局意識、核心意識、看齊意識,自覺愛黨(dang)(dang)(dang)(dang)護(hu)黨(dang)(dang)(dang)(dang)為黨(dang)(dang)(dang)(dang),敬(jing)業修德,奉(feng)獻(xian)社(she)會,爭做(zuo)“四有”好(hao)(hao)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)的示范標桿。重視(shi)做(zuo)好(hao)(hao)在優秀青年(nian)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)、海外留學歸國教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)中(zhong)(zhong)發展(zhan)黨(dang)(dang)(dang)(dang)員(yuan)工(gong)作(zuo)。健(jian)全把骨干教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)培(pei)養成(cheng)黨(dang)(dang)(dang)(dang)員(yuan),把黨(dang)(dang)(dang)(dang)員(yuan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)培(pei)養成(cheng)教(jiao)(jiao)(jiao)(jiao)學、科研、管(guan)理骨干的“雙(shuang)培(pei)養”機(ji)制。

  配齊建強(qiang)高(gao)等學(xue)(xue)校思想政(zheng)治工作(zuo)隊伍和黨務工作(zuo)隊伍,完(wan)善(shan)選拔、培養、激勵機制,形成一支(zhi)專職為主(zhu)、專兼(jian)結合、數量(liang)充足、素質(zhi)優良(liang)的工作(zuo)力量(liang)。把從事學(xue)(xue)生思想政(zheng)治教育計入高(gao)等學(xue)(xue)校思想政(zheng)治工作(zuo)兼(jian)職教師的工作(zuo)量(liang),作(zuo)為職稱評審(shen)的重要依據,進一步增強(qiang)開展思想政(zheng)治工作(zuo)的積極性和主(zhu)動性。

  6.提高思(si)想政治(zhi)素質。加強理想信念教(jiao)育(yu),深入(ru)學習(xi)領(ling)會習(xi)近平新(xin)時代(dai)中(zhong)國(guo)(guo)特色社(she)會主(zhu)義(yi)(yi)思(si)想,引(yin)(yin)導教(jiao)師(shi)(shi)樹立(li)正(zheng)確的歷史觀(guan)(guan)、民族觀(guan)(guan)、國(guo)(guo)家觀(guan)(guan)、文(wen)化觀(guan)(guan),堅(jian)定中(zhong)國(guo)(guo)特色社(she)會主(zhu)義(yi)(yi)道路自(zi)信、理論自(zi)信、制度自(zi)信、文(wen)化自(zi)信。引(yin)(yin)導教(jiao)師(shi)(shi)準確理解(jie)和把握社(she)會主(zhu)義(yi)(yi)核心價值(zhi)(zhi)(zhi)觀(guan)(guan)的深刻內(nei)涵,增強價值(zhi)(zhi)(zhi)判斷、選擇、塑(su)造能力,帶頭踐行社(she)會主(zhu)義(yi)(yi)核心價值(zhi)(zhi)(zhi)觀(guan)(guan)。引(yin)(yin)導廣大教(jiao)師(shi)(shi)充分認識中(zhong)國(guo)(guo)教(jiao)育(yu)輝煌成就,扎根中(zhong)國(guo)(guo)大地,辦好中(zhong)國(guo)(guo)教(jiao)育(yu)。

  加強中華優秀傳統文化和(he)革命文化、社會主義(yi)(yi)先進文化教(jiao)(jiao)育,弘(hong)揚愛(ai)(ai)國(guo)主義(yi)(yi)精神,引導(dao)廣大(da)教(jiao)(jiao)師熱愛(ai)(ai)祖國(guo)、奉(feng)獻祖國(guo)。創新教(jiao)(jiao)師思想(xiang)政治(zhi)工作方式方法(fa),開辟思想(xiang)政治(zhi)教(jiao)(jiao)育新陣地(di),利用思想(xiang)政治(zhi)教(jiao)(jiao)育新載體,強化教(jiao)(jiao)師社會實踐參與(yu),推動教(jiao)(jiao)師充分了解黨(dang)情(qing)、國(guo)情(qing)、社情(qing)、民情(qing),增強思想(xiang)政治(zhi)工作的針對性(xing)和(he)實效(xiao)性(xing)。要(yao)著(zhu)眼青年教(jiao)(jiao)師群(qun)體特(te)點,有針對性(xing)地(di)加強思想(xiang)政治(zhi)教(jiao)(jiao)育。落實黨(dang)的知識分子政策,政治(zhi)上(shang)充分信任,思想(xiang)上(shang)主動引導(dao),工作上(shang)創造條件,生(sheng)活上(shang)關(guan)心照顧,使思想(xiang)政治(zhi)工作接地(di)氣、入人心。

  24.推(tui)進高(gao)(gao)等(deng)學(xue)(xue)校(xiao)教師(shi)薪酬制(zhi)度改(gai)革。建立體現以增加知識(shi)價(jia)值為導(dao)向的(de)收(shou)入分配(pei)機(ji)制(zhi),擴大(da)高(gao)(gao)等(deng)學(xue)(xue)校(xiao)收(shou)入分配(pei)自主(zhu)權,高(gao)(gao)等(deng)學(xue)(xue)校(xiao)在(zai)核定的(de)績效(xiao)工資(zi)總量內(nei)自主(zhu)確定收(shou)入分配(pei)辦(ban)法。高(gao)(gao)等(deng)學(xue)(xue)校(xiao)教師(shi)依法取得的(de)科技成果轉化獎勵(li)(li)收(shou)入,不納入本單位(wei)(wei)工資(zi)總額(e)基數。完善適應(ying)高(gao)(gao)等(deng)學(xue)(xue)校(xiao)教學(xue)(xue)崗位(wei)(wei)特點的(de)內(nei)部激(ji)勵(li)(li)機(ji)制(zhi),對(dui)專職從事教學(xue)(xue)的(de)人員(yuan),適當提高(gao)(gao)基礎(chu)性績效(xiao)工資(zi)在(zai)績效(xiao)工資(zi)中的(de)比重,加大(da)對(dui)教學(xue)(xue)型名師(shi)的(de)崗位(wei)(wei)激(ji)勵(li)(li)力度。

  25.提升教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)社會(hui)地(di)(di)位(wei)。加大(da)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)表(biao)彰(zhang)力度。大(da)力宣傳教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)中的(de)“時代楷模”和“最美教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)”。開(kai)展國家(jia)級(ji)教(jiao)(jiao)(jiao)學名師(shi)(shi)(shi)(shi)、國家(jia)級(ji)教(jiao)(jiao)(jiao)學成果獎評(ping)(ping)選(xuan)表(biao)彰(zhang),重點(dian)獎勵貢獻突出(chu)的(de)教(jiao)(jiao)(jiao)學一(yi)線(xian)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)。做(zuo)好特級(ji)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)評(ping)(ping)選(xuan),發(fa)(fa)揮(hui)引(yin)領作(zuo)用。做(zuo)好鄉(xiang)村學校從教(jiao)(jiao)(jiao)30年教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)榮(rong)譽證書頒發(fa)(fa)工作(zuo)。各地(di)(di)要按照國家(jia)有關規定,因地(di)(di)制(zhi)宜開(kai)展多種形式的(de)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)表(biao)彰(zhang)獎勵活動(dong),并落(luo)實相關優(you)待政(zheng)策。鼓(gu)勵社會(hui)團(tuan)體、企事業(ye)單位(wei)、民間組織對教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)出(chu)資獎勵,開(kai)展尊師(shi)(shi)(shi)(shi)活動(dong),營造尊師(shi)(shi)(shi)(shi)重教(jiao)(jiao)(jiao)良好社會(hui)風(feng)尚。

  建設現(xian)代學(xue)(xue)校制(zhi)度,體現(xian)以人為本,突出教(jiao)師主(zhu)體地位,落實教(jiao)師知情(qing)權(quan)、參與(yu)權(quan)、表達權(quan)、監督權(quan)。建立健全(quan)教(jiao)職(zhi)(zhi)工代表大(da)會制(zhi)度,保障教(jiao)師參與(yu)學(xue)(xue)校決策(ce)的(de)(de)民主(zhu)權(quan)利。推(tui)行中國特色大(da)學(xue)(xue)章程,堅持(chi)和(he)完(wan)善(shan)黨委領導下的(de)(de)校長負責制(zhi),充分發(fa)揮教(jiao)師在高(gao)等學(xue)(xue)校辦學(xue)(xue)治校中的(de)(de)作用。維(wei)護教(jiao)師職(zhi)(zhi)業(ye)尊嚴(yan)和(he)合法權(quan)益,關心(xin)教(jiao)師身(shen)心(xin)健康,克(ke)服職(zhi)(zhi)業(ye)倦怠,激發(fa)工作熱情(qing)。

  六、切實加強黨的領(ling)導,全力確保(bao)政策舉措落(luo)地見效

  26.強化(hua)組織保(bao)障(zhang)。各級黨(dang)委(wei)(wei)和(he)政府要(yao)(yao)滿腔熱情關心(xin)(xin)教師(shi)(shi),充分信任、緊緊依靠廣大教師(shi)(shi)。要(yao)(yao)切實(shi)加強領(ling)導,實(shi)行一(yi)(yi)把手負(fu)責制,緊扣廣大教師(shi)(shi)最(zui)關心(xin)(xin)、最(zui)直接(jie)、最(zui)現(xian)實(shi)的重(zhong)(zhong)大問題,找(zhao)準教師(shi)(shi)隊伍(wu)建設(she)的突破口和(he)著力(li)(li)點,堅持發展抓(zhua)公平、改革抓(zhua)機(ji)制、整體抓(zhua)質量、安(an)全抓(zhua)責任、保(bao)證(zheng)抓(zhua)黨(dang)建,把教師(shi)(shi)工(gong)(gong)作(zuo)(zuo)(zuo)記(ji)在心(xin)(xin)里、扛(kang)在肩上、抓(zhua)在手中,擺(bai)上重(zhong)(zhong)要(yao)(yao)議事(shi)日(ri)程,細化(hua)分工(gong)(gong),確(que)定路(lu)線圖、任務(wu)書、時間表和(he)責任人。主(zhu)要(yao)(yao)負(fu)責同志和(he)相(xiang)關責任人要(yao)(yao)切實(shi)做到實(shi)事(shi)求是、求真務(wu)實(shi),善始善終、善作(zuo)(zuo)(zuo)善成,把準方(fang)向、敢(gan)于擔(dan)當,親(qin)力(li)(li)親(qin)為、抓(zhua)實(shi)工(gong)(gong)作(zuo)(zuo)(zuo)。各省、自治區、直轄市黨(dang)委(wei)(wei)常委(wei)(wei)會每年至少研究一(yi)(yi)次教師(shi)(shi)隊伍(wu)建設(she)工(gong)(gong)作(zuo)(zuo)(zuo)。建立教師(shi)(shi)工(gong)(gong)作(zuo)(zuo)(zuo)聯(lian)席會議制度(du),解決教師(shi)(shi)隊伍(wu)建設(she)重(zhong)(zhong)大問題。相(xiang)關部門(men)要(yao)(yao)制定切實(shi)提高教師(shi)(shi)待遇(yu)的具體措(cuo)施。研究修訂教師(shi)(shi)法(fa)。統籌現(xian)有(you)資源,壯大全國教師(shi)(shi)工(gong)(gong)作(zuo)(zuo)(zuo)力(li)(li)量,培育一(yi)(yi)批專業(ye)機(ji)構,專門(men)研究教師(shi)(shi)隊伍(wu)建設(she)重(zhong)(zhong)大問題,為重(zhong)(zhong)大決策提供支撐。

  27.強(qiang)化經(jing)(jing)(jing)費(fei)(fei)保(bao)障。各級政(zheng)府(fu)要(yao)將(jiang)(jiang)教師(shi)隊(dui)(dui)伍(wu)(wu)建設(she)(she)作(zuo)為教育(yu)投入(ru)(ru)重(zhong)點予以優先(xian)(xian)保(bao)障,完(wan)善(shan)支(zhi)出保(bao)障機制(zhi),確保(bao)黨和(he)國家關于(yu)教師(shi)隊(dui)(dui)伍(wu)(wu)建設(she)(she)重(zhong)大(da)(da)決策部署落實(shi)到位(wei)。優化經(jing)(jing)(jing)費(fei)(fei)投入(ru)(ru)結(jie)構,優先(xian)(xian)支(zhi)持(chi)教師(shi)隊(dui)(dui)伍(wu)(wu)建設(she)(she)最薄弱、最緊迫的(de)(de)領域,重(zhong)點用于(yu)按規定提高教師(shi)待遇(yu)保(bao)障、提升教師(shi)專業(ye)素質能力。加大(da)(da)師(shi)范(fan)教育(yu)投入(ru)(ru)力度。健(jian)全以政(zheng)府(fu)投入(ru)(ru)為主、多渠(qu)道籌(chou)集教育(yu)經(jing)(jing)(jing)費(fei)(fei)的(de)(de)體制(zhi),充分調動社會力量投入(ru)(ru)教師(shi)隊(dui)(dui)伍(wu)(wu)建設(she)(she)的(de)(de)積極(ji)性。制(zhi)定嚴格的(de)(de)經(jing)(jing)(jing)費(fei)(fei)監管制(zhi)度,規范(fan)經(jing)(jing)(jing)費(fei)(fei)使(shi)用,確保(bao)資金(jin)使(shi)用效(xiao)益。各級黨委(wei)和(he)政(zheng)府(fu)要(yao)將(jiang)(jiang)教師(shi)隊(dui)(dui)伍(wu)(wu)建設(she)(she)列入(ru)(ru)督(du)查督(du)導(dao)工作(zuo)重(zhong)點內(nei)容,并將(jiang)(jiang)結(jie)果作(zuo)為黨政(zheng)領導(dao)班子(zi)和(he)有關領導(dao)干部綜(zong)合(he)考核評(ping)價、獎懲任免(mian)的(de)(de)重(zhong)要(yao)參考,確保(bao)各項(xiang)政(zheng)策措(cuo)施全面落實(shi)到位(wei),真正取得實(shi)效(xiao)。
